The DIC payment rate receives an annual cost-of-living adjustment. DIC payments are tax-free. SBP payments are 55% of the covered amount of military retirement pay. WebKeep in mind that 2024 is the third and final phase of the SBP-DIC Offset Phased Elimination. Beginning January 1 of 2024, the offset is eliminated, so spouses receive their full DIC payment from the VA and the full SBP payment issued by DFAS (see The SBP-DIC Offset Phased Elimination: What to Expect in the Upcoming Phases article in this issue).
